Roads help significantly with trade (make it easier and quicker to get goods to market), with defense and offense (soldiers can walk and move equipment faster), with navigating (it's easy to follow a big road to a new place). They are also a symbol of Rome's power when they are built in newly-conquered territories. But roads are also detrimental -- enemy armies can march down them too.
